AI per finalità generali (GPAI)
General-purpose AI, often abbreviated as GPAI, is the regulatory category identifying AI systems, typically based on large foundation models, capable of performing a wide range of different tasks rather than being designed for one specific purpose. Models such as large language models typically fall into this category because they can be adapted and reused for applications ranging from writing to programming, from data analysis to decision support.

The EU AI Act dedicates a specific regime to this category, distinct from that of high-risk systems: providers of GPAI models must meet transparency obligations regarding technical documentation, compliance with copyright in training data, and, for the most capable models, additional requirements related to so-called systemic risks. The distinction arises because a general-purpose model does not have a single use case to evaluate, but can be deployed in very different contexts with very different risk levels.
For companies developing or integrating these models, the GPAI category requires clarifying their own role: whoever develops the foundation model has different obligations from whoever integrates it into a specific application, and both must cooperate by exchanging the technical information needed to ensure compliance across the value chain.
The term gained regulatory prominence in the AI Act debate precisely because of the rapid spread of large language models from the early 2020s onward, which made clear the need for a regulatory category distinct from AI systems designed for a single predefined purpose.
L'AI per finalità generali, spesso indicata con l'acronimo GPAI, è la categoria regolatoria che identifica i sistemi di intelligenza artificiale, tipicamente basati su modelli fondazionali di grandi dimensioni, capaci di svolgere una vasta gamma di compiti diversi anziché essere progettati per uno scopo specifico. Modelli come i grandi modelli linguistici rientrano tipicamente in questa categoria perché possono essere adattati e riutilizzati per applicazioni che vanno dalla scrittura alla programmazione, dall'analisi dati al supporto decisionale.
L'EU AI Act dedica a questa categoria un regime specifico, distinto da quello dei sistemi ad alto rischio: i fornitori di modelli GPAI devono rispettare obblighi di trasparenza sulla documentazione tecnica, sul rispetto del diritto d'autore nei dati di addestramento e, per i modelli più potenti, ulteriori requisiti legati ai cosiddetti rischi sistemici. La distinzione nasce dal fatto che un modello per finalità generali non ha un unico caso d'uso da valutare, ma può essere impiegato in contesti molto diversi con livelli di rischio molto diversi.
Per le aziende che sviluppano o integrano questi modelli, la categoria GPAI comporta la necessità di distinguere il proprio ruolo: chi sviluppa il modello fondazionale ha obblighi diversi rispetto a chi lo integra in un'applicazione specifica, ed entrambi devono cooperare scambiandosi le informazioni tecniche necessarie a garantire la conformità lungo tutta la catena del valore.
Il termine ha guadagnato rilievo normativo nel dibattito sull'AI Act proprio a causa della rapida diffusione dei grandi modelli linguistici a partire dai primi anni 2020, che ha reso evidente la necessità di una categoria regolatoria distinta dai sistemi AI progettati per un singolo scopo predefinito.
