Prohibited AI practices are uses of artificial intelligence that the European regulation deems unacceptable because they carry a risk considered intolerable to people's rights and dignity. Unlike high-risk systems, which are permitted under certain conditions, these applications are banned outright. Examples include systems that manipulate behaviour subliminally to people's detriment, those exploiting vulnerabilities linked to age or disability, generalised social scoring by public authorities, and certain forms of mass biometric identification in public spaces.

Definition

These bans represent an ethical and legal red line. Their purpose is to pre-empt uses of AI that, by their nature, are incompatible with fundamental values, regardless of what mitigation measures might be adopted. Violations are subject to the strictest penalties the regulation provides.
